In 2025, ten socioeconomic indicators were analyzed for the 15 municipalities leading in per capita oil revenues, including health, education, poverty, and basic sanitation.

In most cases, the oil-producing municipalities rank among the worst in their respective states.

A collective record of voices and territories in resistance

Between April 29 and May 1, 2025, representatives of traditional communities, fishers, quilombolas, farmers, researchers, environmental collectives, and social movements gathered in Macaé and Campos dos Goytacazes to collaboratively draft the Civil Society Charter of Northern Rio de Janeiro for COP 30.

The process was marked by attentive listening, the sharing of experiences, and the integration of popular and scientific knowledge. Through workshops, discussion circles, and plenary sessions, participants mapped the impacts of the so-called “sacrifice zones” — regions affected by the expansion of oil, gas, and large-scale enterprises — and developed proposals for a just transition and socio-environmental justice.

The charter, the result of this collective dialogue, denounces environmental racism and the devastation of local ecosystems, while also pointing toward possible paths: clean energy, the strengthening of artisanal fishing and family farming, social technologies, and new forms of development based on care and sustainability.

More than a document, the charter is an act of resistance and hope — a collective cry from Northern Rio de Janeiro that echoes all the way to Belém, where the voices of these territories will be present at COP 30, defending the right to life, to water, and to climate justice.
